Temporary Parking Procedure – Western Wall Plaza (Evening and Night Hours)
Background
General Guidelines
- Parking is intended solely for operational and safety-related purposes, according to a clearly defined order of priority.
- Parking is permitted only in areas that comply with the applicable statutory plan.
- Parking is not permitted on Shabbat, Jewish holidays, or during special security events.
- Entry permits are issued solely at the discretion of the Western Wall Heritage Foundation and the Israel Police, subject to space availability.
Types of Permits
- Permanent Permit: Issued either to a specific individual and vehicle, or to a specific individual for use with any vehicle.
- One-Time Permit: Limited to a specific date, time period, parking duration, purpose of the visit, and other applicable conditions.
Eligibility for a Permanent Evening Parking Permit
Permanent evening permits may be granted to:
- Individuals with a severe medical disability affecting their ability to walk.
- Individuals aged 80 or older who visit the Western Wall at least once a month.
- Individuals aged 60 or older who visit the Western Wall at least three times a week.
- Individuals with operational or public-service needs, including Foundation service providers, public officials, rabbis, journalists, and others.

- By sealed envelope delivered to the Straus Building (Western Wall Heritage Foundation offices at the Western Wall Plaza).
Required Documents
- Completed application form (Appendix A).
- Passport-style photograph.
- Copy of Israeli ID card and vehicle registration.
- Medical documentation and a signed medical confidentiality waiver (if applicable).
- Declaration confirming regular attendance at the Western Wall or documentation demonstrating compliance with the relevant eligibility criteria (according to the applicable appendices).
Application Approval
Applications are reviewed by both the Western Wall Heritage Foundation and the Israel Police.
Even after a permit has been approved, actual entry remains subject to identity verification, space availability, and the instructions of the police officer on duty at the entrance.
Additional Information
- Permits are personal and non-transferable.
- The names of permit holders will be published on the Foundation’s website, except in cases involving medical privacy.
- Commercial vehicles are not permitted to enter.
- Misuse of a permit will result in its cancellation and may disqualify the applicant from submitting future applications.
